I was really curious at first, but then I had to remember that the bill only affects Tokyo and not the rest of the country. Still, it's got to suck for the artists and studios based there as they will be losing a good chunk of their customers/readers/viewers.

Heard about this elsewhere, at first I wasn't too bothered until realising how vague the guidlines are, they could be bent to fit almost anything in the criteria for banning, so even reletively modest anime could come under fire as well as some of the pure fanservice rubbish that won't be missed.
Also lets bear in mind that Tokyo is a big chunk of japan, so if something is banned there it will be less profitable for publishers to release so it may be more of an effect than just people in Tokyo missing out.

it also means owning and making so the only way people are getting around it is hinding there colatsion but just think about will be axed not only pure fansevice but also anything that has blood and gore.

I think you've taken it slightly the wrong way. Basically, all it means is that there will now be age 18 restrictions on certain things. Fanservice will not be banned. What is worrying, is the pure amount of stuff you would normally think fine, but actually is not. This is a big problem for publishers, as they can only produce so many of these titles per year (5 I believe) before facing action. This is why the 10 biggest manga publishers in Japan have pulled out of the Tokyo Anime Fair (an event chaired by the governor of Tokyo, who was the initiator of the bill). So far, we have yet to hear anything from the anime studios, but I wouldn't be surprised to see some, if not all of them pull out too, and for the event to be re-sited outside of Tokyo, and out of the hands of the Tokyo government.
Overall, this is a really bum move by the Tokyo government, who will soon realise the revenue problems as everything moves to other areas of the country, and the Tokyo talent base rots. If they want to prove themselves wrong, let them do so.

It just seems like a silly move, being that they are restricting or banning aspects of anime that have been deemed popular in the past. You have a country known for their sex and violence appeal in media and yet they decide to limit it. What about their live-action shows? Are they not getting the same treatment and if not, why not? They have some similar themes (obviously, not all) and are accessible by a young audience. What makes me confused more than anything is that this "ban" has been made in order to enhance the younger generations. So why remove anything with adult themes, inculding some plot devices and lines? The bill still isn't that clear (to me anyway), but it seems as though they are just doing this bill because they can. I don't see how it can be of any real benefit, especially since beforehand it never really made any negative press.
